Charlotte County, Florida permits are in the county's Citizen Access Portal on Accela, under Building, then Search Permits. The portal says outright that you don't have to log in to search. The permit map is simple, too. Punta Gorda is the county's only city and runs its own building department, and everywhere else is the county's.
